Rinse the rice under cold water until the water runs clear to remove excess starch.
In a medium saucepan, heat the olive oil over medium heat. Add the minced garlic and sauté for about 1 minute, until fragrant but not browned.
Add the rinsed rice to the saucepan, stirring to coat it in the oil and garlic. Cook for 2-3 minutes, stirring occasionally until the rice is lightly toasted.
Pour in the vegetable broth or water, and bring the mixture to a boil.
Once boiling, reduce the heat to low, cover the saucepan, and let it simmer for about 15-20 minutes, or until all the liquid is absorbed and the rice is tender.
After cooking, remove the saucepan from heat and let it sit covered for an additional 5 minutes.
Fluff the rice with a fork and stir in the lime zest, lime juice, chopped cilantro, cumin, salt, and pepper. Mix until well combined.
Adjust seasoning if necessary and serve warm.
