In a small saucepan, combine 2 cups of water and the dried lavender buds. Bring to a boil over medium heat, then reduce the heat to low and let simmer for 5 minutes.
Remove the saucepan from the heat and add the honey. Stir until the honey has completely dissolved and the mixture is well combined.
Strain the lavender syrup through a fine mesh sieve into a bowl to remove the lavender buds. Allow the syrup to cool to room temperature.
In a large pitcher, combine the fresh lemon juice with the cold water and the cooled lavender syrup. Stir well to combine all the flavors.
Taste the lemonade and adjust sweetness by adding more honey if desired. Mix until well blended.
Serve the lemonade over ice cubes in glasses. Garnish each drink with a slice of lemon and a sprig of fresh lavender.
